2. Can notify all or specific users that they should not run certain Encompass EPass services under certain conditions.
3. Conditions can be that fields are not set, documents missing, milestones not completed, ...
4. Plugin automatically dismisses services dialog.
5. Good examples:
- disallow credit report service if required information is not entered.
- disallow re-requesting appraisal service.
- disallow DU service when certain values would conflict previous submission.
